Until recently we were under the impression that iICO was the best free icon editor available. However, this is no longer the case - IcoFX is and we're happy to admit it. The best free vector graphics editor, with support for the W3C's SVG format. Unfortunately it uses the GTK+ library for its UI so doesn't feel completely comfortable for a Windows user, but this doesn't detract from the functionality at all. Secure Communications Client
